San Andrés de Igueste / Tenerife – Dogs locked up in terrible conditions and the responsible person is on vacation

On the main road TF-121 (Caraterra Igueste de San Andrés) at the 5th km, there is a small road (Camino Playa el Balayo) that leads down to the beach (Playa del Burro). At the end of the road is a seemingly abandoned house in which two dogs are locked up. The windows of the building are not visible, so nobody can see inside the building.

 

We then discovered a hole at the top of a window through which we could look into the building. When we looked through the hole, we discovered two dogs that had obviously been locked up for a long time, judging by the amount of excrement on the floor.

 

From our position, we could not see any water or food for the dogs in this room. We immediately notified the responsible authority, which only told us that the person in charge was on vacation. We also reported the incident to the Canarian Police, the Local Police (PROTEU), SEPRONA, the special department of the Civil Guard.

After more than two months since we submitted a paid request to the municipality of Santa Cruz for the official police report on this case, we finally received the police report on 09/26/2024. However, it is disappointing and unsatisfactory in every respect. In short, the responsible office does not give us any information about the case because we did not file an official complaint, but are only the reporting person. The fact that this information took more than two months and was subject to a fee only shows the catastrophic conditions that are commonplace within the authorities in the Canary Islands.

 

In countries like Germany or Switzerland, attention is drawn to such aspects before taxpayers pay any kind of fees. In Spain, it is apparently normal for taxpayers to be ripped off with fees and, in the end, to get nothing in return due to the inability and incompetence of the authorities. Such a fact is simply embarrassing in this century!

 

From now on, every single incident that we investigate will be accompanied by an official report, so that a cover-up or “silence” by the authorities is no longer possible!

 

Update – 23.07.2024 / 09:07 AM (LIFE4DOGS)
On 16.07.2024, we duly requested the official police report from the Santa Cruz administration via the SEDE-System (reference number: 2024086674) and also paid the fees. After several inquiries with the Santa Cruz administration and the local police, we have not yet received a report on the deployment. On July 19, 2024, we received an e-mail from the local police confirming that measures had been taken by the local police on July 9, 2024, regarding this case and that a police report therefore exists.

 

Today, the administration of Santa Cruz informed us that the reports from the police will be sent to the applicant within one month of receipt of the application. We were also given a telephone number (+34/922-606-383) where we should be able to get further assistance from 24.07.2024.

 

There are now unanswered questions, such as:

  • Why does it take so long to create a PDF and send it by e-mail in the age of digitalization?
  • Why does every department in the Santa Cruz administration say that it is not responsible and then pass the buck to another department that, when asked, has nothing to do with it?
  • Why do taxpayers have to pay fees for a government service that is already financed by taxes and then chase after the associated service?

We went to the local police station in Santa Cruz today to find out how the case is progressing. We were given a friendly and helpful welcome in the office. We described the case again and were asked to write an e-mail with a description of the situation and the exact location. We did this immediately, with the request that we be kept up to date.

 

Update – 08.07.2024 / 09:03 AM (LIFE4DOGS)
On July 7, 2024, we were on site with the person who reported the incident to get our impression. On that day, we had seen three dogs (it looked like a pack – a father, a mother and a young animal). All three dogs were extremely emaciated and terribly frightened. The young animal was limping and shaking badly. We were unable to find a water and/or food trough. We had seen empty and opened cans in an adjoining room, but it is not possible to determine how long they had been lying there. It also appeared that the excrement had been disposed of in the period from July 1 to July 7, 2024. This in turn suggests that a person was inside the building and that there was therefore deliberate and intentional animal cruelty.

 

It is clear that these dogs are being kept in inhumane conditions and that we are talking about animal abuse and cruelty. We then alerted the 112 and described the situation. The emergency call center notified the local police in Santa Cruz and noted that the case was already known. Now the question arises as to why the police are not taking action if the case is known (probably through the report of July 1, 2024) and nothing has changed by July 7, 2024, and a second emergency call has been made.

 

We will go to the local police in calendar week 28 and try to make inquiries.

In the following video, it is clear that the dogs are suffering greatly under these circumstances, and it can be seen that they are probably two Belgian shepherd dogs (Malinois).

According to the new animal protection law in Spain, it is forbidden to leave your pets alone for more than 3 days (and dogs for a maximum of 24 hours). The photos clearly show that these dogs have been alone for a long time and that nobody is looking after them. We are not lawyers, but in view of the new animal protection law, we see the following violations in this case:

We are curious to see whether the competent authority will initiate an investigation and hold the responsible persons accountable with the full force of the new animal protection law.
